ATSMAS Unveils Bold Plan to Build West Africa’s First Sovereign Intelligence Network

Since our founding, ATS Meta Analytics LLC has been driven by a single conviction: that data-driven intelligence should not be a privilege reserved for the world’s largest institutions. We built our consulting and analytics practice on that belief — bringing enterprise-quality decision support to small businesses, startups, and emerging entrepreneurs who are too often left behind.

WHAT IS WAISNNET?

WAISNNET is a sovereign-grade, African-built intelligence gathering, technology development, and early warning analytics platform designed to serve the fifteen member states of the Economic Community of West African States (ECOWAS).

In plain terms: it is the intelligence infrastructure that West Africa needs but has never had — a unified, real-time system that gives governments, military commands, police forces, and economic authorities a clear, data-driven picture of the threats facing their nations and their people.

Think of what the world’s most advanced defense intelligence platforms do for the nations that can afford them. Now imagine that capability built from the ground up for Africa, by African talent, on African infrastructure, under African governance. That is WAISNNET.

WHY NOW? WHY WEST AFRICA?

West Africa is at a crossroads. The Sahel corridor is experiencing its most severe security deterioration in modern history. Six coups have occurred across the region since 2020. Jihadist insurgencies are expanding southward toward coastal states. Economic crises, food insecurity, climate shocks, and sophisticated foreign disinformation campaigns are straining governments and societies to their limits.

And yet, the intelligence infrastructure available to West African governments to understand, anticipate, and respond to these threats remains fragmented, underfunded, and largely dependent on external actors whose interests do not always align with African priorities.

This is the gap WAISNNET is built to close.

WHAT MAKES WAISNNET DIFFERENT?

Three things set WAISNNET apart from every existing initiative:

  1. African Sovereignty by Design
    Every aspect of WAISNNET — its data infrastructure, its governance, its ownership — is structured to ensure that African nations control their own intelligence. Data stays within African borders. Decisions are made by African institutions. The platform is owned by Africa, not licensed to it.
  2. Built for the African Context
    WAISNNET’s AI and analytics engines are trained on African data and designed for African threat environments. Our natural language processing covers twelve West African languages — Hausa, Wolof, Yoruba, Twi, Bambara, and more — a capability that no Western intelligence platform provides.
  3. Building African Capacity, Not Dependency
    Through the WAISNNET Technology Academy, we will train 200 African data scientists, intelligence analysts, and security technologists drawn from all 15 ECOWAS member states over five years. The goal is not to make Africa dependent on ATS Meta Analytics. The goal is to make WAISNNET something Africa builds, owns, and eventually exports to the rest of the continent.

We are actively engaging ECOWAS, national security ministries, and multilateral development partners to bring Phase I of WAISNNET to life. The journey begins with three pilot nations, a technology academy, and a regional intelligence fusion center.
